HWA has hired
Brian Coker as a construction field inspector. With more than 11 years experience, Coker inspects soils, concrete, asphalt, anchors and masonry for municipal, residential, commercial and light industrial projects. He is inspecting construction at Lift Stations 7 and 8 in Edmonds, and will work on Kent's downtown sidewalk project.
WHPacific hired
Mike Horton as director of transportation in the Olympia office. He has more than 32 years as a transportation engineer, mostly at WSDOT. Horton will oversee and manage transportation projects in the Olympia area and participate in business development.
DCI Engineers has added
Donald Tuttle to direct business development in Bellevue. He has more than 20 years of experience, five as director of marketing and business development at MulvannyG2 Architecture. Tuttle will lead national and international business development.
Hargis Engineers promoted
Ron Eliason to principal. He supports staff development and cultivates relationships with academic, health care, civic and correctional clients. Eliason is a mechanical engineer with 20 years of experience.
Kevin Lakey has joined SCS Engineers' Bellevue office. Lakey has 25 years of environmental engineering experience largely focused on Northwest solid waste management projects. That includes permitting, master planning, landfill design, construction quality assurance, and plans for operation and closure. He works on hydrogeologic characterization of sites and has prepared feasibility studies for site remediation.

Sparling recently promoted a number of people as part of an aggressive growth plan. Nathan T. Larmore is now principal, technology consulting. He has been with the firm more than 12 years and received awards for his technology solutions. Mark Peckover is principal, electrical engineering. He has 18 years of design experience in power distribution and low voltage systems and leads his team in integrated services delivery. Karl P. Pihl is principal, technology consulting. In has 10 years experience and has worked with clients on integrated design. Kelly J. Mamer is associate principal, electrical engineering. He has 18 years of experience. Maureen D. Jackson is associate principal, electrical engineering. She has 21 years in her field. Christian C. Haas is associate principal, electrical engineering. Kendra L. Fuller is associate principal, director of human resources. Tim Philomeno is an associate and software development manager, with an 11 years at Sparling. Mary Claire Frazier, principal for Candela Lighting Design and Consulting, will be a judge for the 2010 27th Annual IALD International Lighting Design Awards. The awards recognize projects around the world. Judging is this month and the presentation ceremony will be May 13.

Josh Fifield has received his professional engineering license for mechanical engineering. He is working on mechanical systems for schools in Othello and at Fort Lewis.

Roth Hill Engineering Partners will become Roth Hill on Feb. 1. The name change reflects the firm's growth beyond civil engineering and land surveying into consulting for public and private Northwest clients. The company will also move to a new Bellevue office at 11130 N.E. 33rd Place, Suite 200.
