Pearse Edwards is the new senior director of external relations at the Port of Seattle. Edwards was director of government relations and acting senior director of external relations at the port. Prior to that, he was an advisor to governors Gary Locke and Chris Gregoire, and North Carolina Gov. Bev Perdue, as well as a communications director at Microsoft.
Pascal Biosciences, a drug development company with offices in Vancouver, B.C., and Seattle, hired Kevin M. Egan as vice president of business development, Thomas Deckwerth as vice president of therapeutic development and Larry W. Tjoelker as vice president of research. Egan has over 30 years of experience in biotech, with stints at Amgen, Icos, CMC Biologics and Borealis Biotechnology. Deckwerth has 20 years of experience in therapeutics and medical device R&D, lastly as vice president of cancer drug development at Presage Biosciences. Tjoelker has over 25 years of research experience in biotechnology, working at Icos, MacroGenics and Omeros.
Bellevue-based Auth0, a provider of identity-as-a-service authentication infrastructure, added Jun Fujita as country manager in Tokyo. Fujita has nearly 20 years of IT experience, and was country manager for Elastic and GitHub in Japan. Auth0 is expanding in Japan, where growth in cloud services spending is expected to be second highest in the world in the next five years.
Better Business Bureau Northwest-Pacific gave seven 2018 Torch Award for Ethics. Business of the Year winners are Boundless Immigration (Seattle), 16 Cents Corp. (Spokane), SQ Merchants (Tigard, Oregon), Meridian Automotive (Meridian, Idaho), Modern Plumbing (Kalispell, Montana), Alaska Sleep Clinic (Anchorage) and Body in Balance (Lahaina, Hawaii). Charity of the Year winner is Friends of the Children-Portland.

Eric Toews was named deputy director of the Port of Port Townsend. Toews has been with the port since 2016 as project manager and in-house counsel. In 2010, he helped develop the port's first strategic plan as a consultant.

Utpal Passi is the new deputy director of operations for the Oregon Zoo in Portland. Passi was vice president of guest relations at the Philadelphia Zoo. Prior to that, he worked in food service management for Sodexo.
Ryan Lambert is the new editor-in-chief at Puget Sound Business Journal. Lambert succeeds Emily Parkhurst, who became PSBJ's publisher and market president. He joined PSBJ in 2014, and was creative director and sections editor for the last two years.

Junior Achievement of Washington named Glenn S. Corey as CFO and Polly Hopkins as senior vice president of development. Corey has more than 30 years of financial and operations experience, including CFO stints at JH Capital Group and Consolidated Smart Systems. Hopkins is an entrepreneur and technical consultant with a focus on nonprofits that empower youth development.
Seattle-based mobile advertising analytics company Marchex bought Callcap, a call monitoring company in Wichita, Kansas. The deal was valued at $35 million in cash and stock.
