Richard Tomer was named a regulatory and permitting specialist at Parsons Brinckerhoff, a global infrastructure consulting, engineering and program/construction management organization. He will provide technical regulatory services in the New York, New Jersey and Connecticut for resiliency and waterfront projects. He spent 31 years at the U.S. Army Corps of Engineers, New York District, most recently as chief of the regulatory branch.
