Shimon Mizrahi and Herzel Hazan of Ariel Development bought a downtown Bellevue property at the end of 2007 with visions of erecting a 160-room hotel there.
But within a few months that hotel market started to go “sideways,” and it also became more difficult to get construction financing, said Mizrahi.
