Andrew Stevens, emergency manager at the city of Sammamish, graduated from FEMA's National Emergency Management Advanced Academy at the FEMA Region 10 headquarters in Lynnwood. The academy trains emergency management professionals to lead dynamic and resilient programs.

Laika

Burke

Film industry veteran David Burke is the new chief marketing officer at Laika, an animation studio in Hillsboro, Oregon. Burke comes from Universal Pictures, where he was general manager for the Republic of Ireland and Northern Ireland. Prior to that, he worked with Irish independent film distributor Clarence Pictures. Laika created the animated movies “Coraline,” “ParaNorman” and “The Boxtrolls.”

OpenSesame

Tounsi

Portland-based OpenSesame opened an office in London and hired Mehdi Tounsi to lead it as senior regional director of Europe. Tounsi has over 20 years of experience in the learning industry. OpenSesame provides online corporate training. The new office will strengthen e-learning partnerships and customer support in Europe.

Impinj

Cathal Phelan joined the board of Seattle-based Impinj, a provider of radio frequency identification products. Phelan has 30 years of engineering experience, with a focus on semiconductors. He is CEO of Rapt Touch, a provider of touchscreen technologies.

The Seattle office of Abbott Construction promoted Garry Fulghum to senior estimator, Marysol Negretti to human resources coordinator, Quinn Starkey to project manager and Debbie Lyons to accounting administrator. Fulghum joined the company 10 years ago. He is helping the chief estimator with continuous improvement of the department. Negretti started at Abbott over a year ago and her new responsibilities include recruitment, onboarding, benefit orientations and the summer internship program. Starkey has been with the company for six years. Lyons has been at Abbott over a year and has 15 years of office management and accounting experience.

ABC of Western Washington

The Associated Builders and Contractors of Western Washington opened a satellite office in Federal Way at 505 S. 336th St., Suite 530. The association is offering safety and management training at the new location. An open house will be held Sept. 17.

Julie Sanders launched a Home Helpers Home Care franchise in northwest Seattle. Sanders has owned several small businesses over the last 15 years, has worked in a retirement home and has volunteered with multiple care-focused organizations. Home Helpers specializes in comprehensive home care for seniors, new mothers and individuals needing recuperative and continuing assistance.

SierraConstellation Partners

Los Angeles-based SierraConstellation Partners promoted Philip Kaestle to senior director. As part of the move, Kaestle relocated to Seattle to help the firm establish a presence in the Northwest. He joined SierraConstellation in 2015 after spending four years at OneWest Bank, where he structured, underwrote and executed new senior debt transactions for media and entertainment companies. SierraConstellation is an interim management and advisory firm to middle-market companies in transition.

Columbia Pulp

Columbia Pulp CEO John Begley was recognized as a top influencer in the pulp and paper industry by Fastmarkets RISI, a global trade publication for the forest products industry. Begley was named to the Top 50 Power List for his leadership in building North America's first tree-free paper pulp mill in eastern Washington.

Sea-Tac Airport

Singapore Airlines added nonstop service between Seattle-Tacoma International Airport and Singapore Changi Airport. The service operates three times a week and uses Airbus A350-900 aircraft. A fourth day will be added in October. The outbound flight covers 8,070 miles and takes nearly 16 hours.
